Licensed in International Political Relations since 1988 and Doctor in Historical Sciences in 1997. He is considered one of the relevant personalities of Cuban Culture, belonging to the municipality of Habana del Este.
He is a Deputy to the National Assembly of People's Power in its VIII Legislature and Alternate General Secretary of the Latin American Parliament. He has participated in the IX Ibero-American Parliamentary Forum (Panama, 2013) and in the XIV Mexico-Cuba Interparliamentary Meeting (Mexico City, 2014).
Since September 2008 he has been Rector of the University of the Arts, ISA, a responsibility from which he was elected President (founder) of the University Network of Arts for the period 2014-2016. Previously he served as director of the Center for Martí Studies (1998-2005), where he worked since 1991.
Between 2005 and 2008 he was director of the Cuban Institute for Cultural Research "Juan Marinello".
He is Full Professor and Researcher, Doctor in Historical Sciences (University of Havana, 1997) and Licensed in International Political Relations (ISRI "Raúl Roa", 1988).
He has participated in international events and delivered lectures at cultural institutions and universities in Germany, Argentina, Brazil, Cuba, Colombia, Costa Rica, Ecuador, Spain, United States, Guatemala, Italy, Mexico, Mozambique, Nicaragua, Panama, Peru, Poland, Czech Republic, Dominican Republic and Venezuela.
He is the author of the books Diplomacy Against Diplomacy. Martí and Mexico in America, Mexico, Editorial Porrúa, 1995; Cuba and America in the Modernity of José Martí, Santa Clara, Editorial Capiro, 1996, and The Diplomacy of the Delegate. He has also collaborated with periodic publications from Cuba, Costa Rica, Spain, Guatemala, Italy, Mexico and Puerto Rico.
He obtained the "Abril" awards (Editora Abril, 1994), Annual Cultural Research (CIDCC–MINCULT, 1995), Foundation of the City of Santa Clara (1995) and in 2011 the Temas Prize, from the journal of the same name, in social sciences.
He was awarded the medal Distinction for Cuban Culture in 2001.
He is a collaborator of the Institute of Cuban History and Full Professor at the University of Havana, the Institute of International Relations "Raúl Roa" and the University of the Arts. He is a member of Latin American Studies Association (LASA) and the Union of Historians of Cuba (UNHIC).
He completed an internationalist mission in the People's Republic of Angola (1988-1990), where he received the medals International Fighter (First Class), For the Victory Cuba–P.R.A. and Distinguished Service of the FAR.
He participated as a delegate at the Constituent Congress of the National Union of Workers in Sciences and was part of its first National Committee. He has been National Vanguard on three occasions and in 2010 received the Seal of Laureates, the highest recognition of the Union of Cultural Workers.
