José María Rubiera Torres

Cuban meteorologist, specialist in hurricanes at the National Forecasting Center of the Institute of Meteorology. He holds a degree in Meteorology and later obtained a doctorate in Geographic Sciences. Since 1981 he has been dedicated to preparing meteorological reports on both Cuban radio and television. He is currently a professor in the Meteorology degree program and Vice President of the Hurricane Committee of the World Meteorological Organization (WMO) in Region IV (North America, Central America and the Caribbean).

He is also Doctor Honoris Causa in Physical Sciences; Order of Civil Merit, awarded in Spain.

He was born in San Antonio del Río Blanco, Jaruco, Cuba.

As a researcher, his main area of interest lies in hurricanes, weather forecasting, early warning alerts and the implications of hurricanes for society.

He is the author of twenty-five scientific articles or reports published abroad, a textbook and five pamphlets on topics of tropical meteorology, as well as more than twenty-five articles that have been published in Cuba.

He has made presentations at seventy scientific events and meetings in Cuba and abroad. He is known, in addition to by the scientific community, by the population due to his daily presentations on weather and meteorology on national Television and Radio, work that he began to conduct in 1981.

He was advisor to the Meteorological Service of the Republic of Nicaragua and advisor to the President of the Republic of Nicaragua, advisor to the General Manager of the Meteorological Service of Mexico in 1994.

He has participated in nine post-graduate courses in Cuba and four abroad, one of them at the National Hurricane Center of the USA and two at the Hydrometereological Center of the former USSR. He has trained foreign specialists and has taught five post-graduate courses. He is a professor of the university Chair of Meteorology in Cuba and professor of University for All on TV.

For his work he has received several decorations from the Council of State of the Republic of Cuba. He was also conferred the status of Honorary Member of the APC. On June 5, Doctor José Rubiera Torres received the title of Doctor Honoris Causa in Physical Sciences, granted by the Universidad Central Marta Abreu de las Villas.

On June 14, 2018 he was nominated as Honorary Member of the Academy of Sciences of Cuba.

Order of Civil Merit, in the category of Encomienda de número, granted by the Kingdom of Spain in October 2018.

He was reelected Deputy to the National Assembly of People's Power on April 18, 2018 in the Constituent Session of the IX Legislature, held at the Palace of Conventions in La Habana.
