Cuban Government Announces Economic Reorganization Process Amid New Pressures

The Cuban government reported that in the coming days it will publicly communicate the details of a reorganization process aimed at addressing the impact of recent measures by the Trump administration and international economic pressures. Vice Minister of Foreign Affairs Carlos Fernández de Cossío explained in statements to the EFE agency that the country faces "limited options" and a need for reorganization that will require "much work, creativity and sacrifice". "It will be a very difficult reorganization process for the population," warned the diplomat, who also clarified that currently a bilateral negotiating table with Washington is not being designed, although both parties have exchanged messages. The announcement comes in a context of new sanctions driven from Washington, which has characterized the Cuban government as an "unusual and extraordinary threat" to the national security of the United States. The measures include additional restrictions on oil supply to the island. Fernández de Cossío stated that Havana will implement "a reorganization process that we have foreseen," although he did not offer specific details about the government's contingency plan. The stated objective is to correct persistent distortions and revitalize the national economy during 2026. President Miguel Díaz-Canel had previously highlighted the depth and critical spirit in debates surrounding the 2026 Economic Plan and State Budget, as well as the government program aimed at correcting distortions and restarting the economy. The Cuban government maintains that it will not negotiate political or economic reforms with the United States as part of any possible dialogue.
