Portal Miranda has been Minister of Public Health since July 21, 2018.
He was elected Deputy to the National Assembly of People's Power on April 18, 2018 in the Constitutive Session of the IX Legislature, held at the Palace of Conventions in Havana.
Portal Miranda obtained his Doctor of Medicine degree in 1990 and worked for several years as a clinical physician.
He began his continuous career in health management positions in 1996. He was appointed in 2003 as Provincial Director of Public Health in the province of Pinar del Río. He was subsequently promoted to National Director of Hospital Services and in 2009 he held the position of Vice Minister of Medical and Social Care of the Ministry of Public Health. In 2012 he was named First Vice Minister.
Dr. José Angel Portal is a Specialist of First and Second Degree in Comprehensive General Medicine, Specialist of Second Degree in Health Organization and Administration and Master in Satisfactory Longevity. Additionally, he holds a Diploma in Quality Management of Health Services, as well as in Public Administration from the Higher School of State and Government Officials. He is Professor and Auxiliary Researcher at the National School of Public Health and a member of the Cuban Society of Public Health.
He has been a militant of the Communist Party of Cuba since 1995 and was elected member of its Central Committee at the VII Congress on April 19, 2016. He was elected Deputy to the National Assembly of People's Power on April 18, 2018 in the Constitutive Session of the IX Legislature.
