Graduate of Transportation Operation Engineering from Instituto Superior Politécnico José Antonio Echeverría. PhD candidate in Sciences. He is Vice Prime Minister and Minister of Economy and Planning.
He began his professional life at the Port of La Habana as ship chief, operations chief, and head of port operations. He worked at various companies inside and outside the country. Due to his positive performance, he was promoted to Vice Minister and First Vice Minister of the Ministry of Finance and Prices.
Subsequently, he moved to the Ministry of Economy and Planning until holding his current position as minister of economy.
He also assumed the role in 2019 as Vice Prime Minister of the Government, playing a key role in the updating of the Cuban economic model and in the conduct of the National Plan for Economic and Social Development through 2030.
Member of the Central Committee of the PCC and deputy since the previous Legislature. He has received various recognitions. Proposed as a candidate for deputy in the plenary sessions of mass and student organizations.
In February 2024 he is released from his responsibilities as vice prime minister and minister of Economy and Planning.
