With a fruitful life that began in his student years. He graduated as a Doctor of Medicine in 1964 from the University of Havana, holds a degree in Social Sciences from the "Ñico López" School and a Master's degree in Public Health from the University of Antioquia, Colombia. He is also a Specialist in 2nd Grade Health Administration and holds the teaching rank of Auxiliary Professor and Honorary Member of the Cuban Society of Public Health.
Castillo is President of the Provincial Chapter of Havana of the Cuban Society of Public Health.
Throughout his long career as a public health professional, his work stands out in the Rural Medical Social Service in the Sierra Maestra (Coordinator of Rural Medical Service and later Regional Director in Manzanillo and Guantánamo). He was Director of the "Vladímir Ilich Lenin" General Teaching Hospital and initiator of Undergraduate Teaching at that Hospital, Provincial Director of North Oriente, Regional Director in Diez de Octubre and Member of the Executive Committee of Popular Power in Havana Province in the first two elections.
He later held various positions in the Ministry of Public Health: National Director of Primary Care, Medical Assistance, Personnel, and Inspections. Later he served as General Director of the National Institute of Oncology and Radiobiology (INOR) for 10 years and subsequently President of the Advisory Board of the Center for Drug Control, Equipment and Medical Devices until June 2012.
He has completed 14 courses, 9 of them national and 5 of international character, on epidemiological research methodology, health administration, quality of health services, personnel policy, oncology, human resources planning and civil defense training.
As a teacher, he served as Professor at the School of Nursing in Holguín Province, in training courses on Health Administration for physicians, in the subject Theory and Health Administration for medical students, in the Complementary Course for Administrators and Personnel Heads, Scientific Organization of Work Course, Pre-Congress Course on Primary Care in Pediatrics, Continuing Education Course for Rectors and Deans of Medical Sciences and Course on methods and approaches for training leaders.
He has also provided various advisory services on doctoral theses and for obtaining the title of Licentiate, to the National Commission of organizational procedures of the community care model and as Temporary Advisor to PAHO/WHO on 3 occasions, two of them in the 1980s, in Washington and Uruguay and one in this new century, in Ecuador.
From 1979 to 2008 he participated as a speaker at 23 international events, primarily related to Management, Quality of Health Services, Oncology and Primary Health Care. Also at 32 national events, 7 provincial and 3 institutional. He has 6 national publications and 2 international publications.
Among the recognitions received, the following stand out at the national level:
Founder's Seal of University Militias, Victory of Girón Medal, 50th Anniversary Medal of the FAR, September 28th Distinction of the CDR, Commemorative Seal of the Foundation of Popular Power in Havana Province, Manuel Fajardo Medal, Lenin Prize 2015 for Lifetime Achievement awarded on the occasion of the 50th Anniversary of the inauguration of the Vladimir Ilich Lenin Hospital and Special Distinction for Lifetime Achievement awarded by the University of Medical Sciences of Holguín on the occasion of the 50th Anniversary of the beginning of Professional Training at that campus.
And three of international character:
Recognition from the Mexican Association Against Breast Cancer (AMECMA); Butterfly Prize, awarded by "Chez Monique" for recognized work in health administration and Recognition from the University of Nuevo León Monterrey, Mexico for his contribution to Research Projects between the Department of Virology of that institution and the National Institute of Oncology of Cuba.
